I wanted to play ability several ability tiles during my turn to maximize movement. Both "movements" and "use abilities" are part of the Action phase. However the game would not let me use abilities until after I had moved all my movements.

Dive - couldn't select monsters
Dolphin - couldn't select my meeples
Creature die - it wouldn't let me role the die

Once I completed my movement, then it would let me use those action tiles.
