If the wrong color is clicked, this can be a game-throwing misplay, and it is particularly easy to select a different color than intended on mobile. I've had a couple of games abandoned due to this misplay. I think the risk of users selecting an unintended color would be reduced if there was a confirmation button that needed to be selected after selecting the new city color.
