However, this lead to another bug - I was able to place all my dice to have no LOC and it allowed me to click [Resolve LOC] after all the dice were played.

I was able to replicate this with 495. I went through a 0 speed corner (-1 token) at gear 1 and caused LOC. I replaced all my dice to go through the shortcut instead and not cause a LOC, but was able to [Resolve the Loss of Control] after placing all the dice.
