the heart dissapeared without giving me chance to remove debuff, when I have shrink ray debuff it allows me to remove, when I can give hearts to opponent for energy it allows me

Even if this is intended design (it says otherwise in the official rules), weirdly enough, if you have healing ray while in Tokyo, you get the option for how to use your heart die. The game doesn't let you choose to heal or remove a counter, but if you select a player (without confirming), you can then choose to remove the counter.
