I bought landscaping office using Supplier card. I tried doing the buy first. When I saw it never gave me the chance to convert sand pits, I restarted my turn and tried doing it as my second action. It again did not give me the chance to convert sand pits. I could not restart my turn completely at that point since Supplier's other action cannot be undone. However, I was never given the chance to use the immediate ability despite having 5 sand pits. I've played the game many times and have used other similar immediate actions successfully, so something unusual was going on.
