I played a character card to scout and then conquer. I used an action on the card in my board to add to my conquer for blue locations. I'm trying to use my raise 1 manta to slid that card up again so that I can use the next action that again adds to my blue conquer strength. The game isn't letting my use my manta though.

I should be able to use manta actions anytime I want.
