I think the flow is - use a discount card for trade -> make sure you have enough for the discounted trade but not for the regular trade in any of the commodities and the trade option is enabled -> continue playing several more actions -> undo an action ->
Bug: colonies' trade action is disabled
Theory: the undo resets the needed values to pre-playing the discount card.
Work around: I've verified it in this game after selling some cards to have 9MC -> trade is enabled

the colonies were not highlighted, mouse over isn't changed to the finger cursor, colonies are not clickable
