This mode is clearly indicated when you join a game, so you can decide to play only with limited/no undo mode.
The strategy here is that if you redo the moves during the same turn you get the same card. So you cannot try to get a different card.
There is actually not many occasions where you can stay out a full turn just to try to get a different card. So it will probably not be used like that often.
I'd change it if the bga team think it should be removed of course.
