You should be able to build a town on mermaids at any point after the town has been made, but the option is not always given at the end of each turn.

I experienced the same problem. I built a bridge, then expected to be able to take the power tile for a town that had essentially already been there (but in the previous round towns did not score), but it was immediately the next player's turn.

Table 127796617. In Round 5 I pass on move 156 and unexpectedly get a prompt as move 157 if I want to build a town. Then, after my first move in Round 6 (move 167), I want to take the town, but it is already the next players turn.

I was with engineers, and in last round when i picked the fire two bonus, it doesnt allowed to make the 2. town.

Ahem... I wrote "In Round 5 I pass on move 156 and unexpectedly get a prompt as move 157 if I want to build a town. Then, after my first move in Round 6 (move 167), I want to take the town, but it is already the next players turn.", so clearly the conditions for forming a town had been met!

I do not need a fourth structure, because I already have a Sanctuary set up. Note that the town I can form is in the Center North and not at the location where I build the bridge.

Do you want me to open a separate bug report with the exact same title?

Sorry, I did not see there was 3 different table on the same report, my comment and closing was only meant for gömöritank. Reopening the bug for the rest.

I also had this problem - I finished the game now but I upgraded a trade house to a stronghold so I had stronghold and two directly adjacent dwellings then one skipped river space and another dwelling (and the favor tile which allowed me to build a town with 6 power) but it did not let me form a town and instead skipped directly to the next player at that point.

Same problem here. The game did not allow me to build the city on the south east corner of the map, even under the following circumstances:
- had a dwelling between a river tile and the first trade house in the middle of the map and the second trade house built south east (again with one river tile to separate them)
- spaded to build special landscape covering the top river tile gap, thus connecting the dwelling to the trade house located at the center of the map.
- 6 power requested to build a city

Just lost my game because I thought the previous landscape behavior was normal

Hi, I was experiencing a similar issues.
Delaying my town on rd 6, at first at the end of my turn the game always prompt me the options to build the town. But after sometimes they are not prompting me the options anymore.

The differences that I can notice in the game (between being prompted or not prompted):
- when prompted I was building / upgrading structure but near the end of the game, but not prompted when I put priest to cult or upgrade shipping
- when not prompted most of my opponent already pass

Not sure if there are ways to trigger the town creation (from the board or anyway), but I certainly miss it if there is such a way (probably we can highlight it, or just prompt it always when we're about to pass the round)

In the round 4 it is ok : it asks to build town but i delay.
As the round 5 starts, my town is still available, i upgrade dig, but it does not ask me to town. Only at my second turn, i advance a second time the dig and this time i can town.

folonks - towns must be 4 structures, or 3 with a sanctuary. You cannot form a town with just 3 trading houses.
