Both the game page's link and the in-game link are working for me and for many others, so I'm not sure I understand your claim. May you provide an Imgur image of the non-working link? Thanks!
I have ERR_CONNECTION_TIMED_OUT, saying that en.1.studio.boardgamearena.com is not responding.
Note that I can access rules from other games.
