In my short experience this is much more a cooperative than a competitive game, at least with few players, and chances are most players would simply tie with the maximum amount of points. Why not call this a win (and give awards/trophies/achievements) instead of a tie?

Once I tried to make the rule to decide a winner strictly, but I could not make it fun.
Please enjoy the conversations and the imaginations of the players.
It looks like difficult to change the game result's tie/win text.
The cooperative games have several different rule settings that cannot set to the competitive ones. That settings affects the game result's text, so it is hard to modify without changing several BGA APIs.
