Same here on 255569033. I only have 2 Scouts out, but I got the no more counter for SC when trying to build more, as if the game wanted to use one counter for each scout.

I noticed something in an older game: I had this issue, but it didn't happen if I didn't research any tech, even though I should have had enough tokens in both cases.

Same thing happened to me in boardgamearena.com/table?table=255847209

I had 3/5 scout counters
Tried to build 5 SC + 1 SY on the homeworld at the same time as Defense 1, got a "No more available counters for SC" message.
Tried F5, same thing.
That same turn, I was able to build 1 SC (on another planet, didn't try on HW again), Defense 1, Ship Size 1 and 1 DD

Couple turns later, same thing happened again when trying to build a pack of SC with Move 2 at the same time.

On table 255813758 turn 27:
I was unable to build two decoys on separate colonies. I had a single decoy deployed elsewhere and I was allowed to create only one decoy. There are 4 decoy markers according to the manifest on bgg.

On an earlier turn in the same game I was unable to build a DD with only one DD counter already built. Again I was trying to build on two separate places.

To reproduce the bug, you need to:
research a new tech that can go on the ships in production.
Build more ships than you have available tokens:

Instead of stacking the new ships, the game will try to create 1 token per ship (or at least, the token limit will work as if the game was making 1 token par ship instead of stacking them).

There is no problem if no tech is researched, or if you have as many remaining tokens as ships you need to build.
Eg: You have 3 scout tokens, research move 2 and try to build 4 Scouts at homeworld. The game won't let you, and give the not enough tokens error message even though a single token would have been enough.
If you don't research any new tech, there won't be any problem, and the 4 scouts will be built as a single stack without an issue.

Fixed in theory.
